Generally, as long as you aren't playing a game or a file that is on the memory stick, you can swap them while the PSP is on. At least, that's how it works for normal memory sticks. I'd imagine it's the same here. The only thing affected would be plugins if you use any. Like Categories Lite. If you swap the memory card where you have the plugin, to one that doesn't have it, it may mess the categories up and show them as corrupted. Which isn't an issue, as a simple reboot will fix it.
Once CFW is installed, it runs from the PSP's internal memory, so no need to reinstall it. (If your CFW isn't permanent, I'd suggest copying those files to your new Memory Stick SD card). You can copy saves over, but they won't sync between the two cards, so you may end up confusing yourself over progress - might be better to run some games off your 4GB Memory Stick and keep those saves there, and run other games from your new Memory Stick SD card with their own saves.
I was just about to post this. Same exact scenario. I changed my data center from Frankfurt to New York and got into the lobby otherwise I was stuck on retrieving matchmaking list. Once I did get into the lobby we waited for 6 minutes and eventually I got timed out. It's funny because I got off the game not even 30 minutes ago and now I got back on and its not working.
Sorry, man. I wish I could help but I still only play TF2 through Origin cause I'm too lazy to migrate my account to Steam. You would probably have to rebuy TF2 tho.

Titanfall aside this couldn't be more far from the truth because we get fuckall in Apex and now that there's a new dev team they're so silent and don't talk to us AT ALL... They just nerfed arc stars out of fucking nowhere.. they really don't deserve this.. Please give it to the Terraria devs or something idk
If any of you have played Apex you'll know just how awesome Epicenter on World's Edge looks with all the snow and ice spikes. Snow is my favourite thing and I hope they reconsider cause this map would have literally everything: Sand, grass and snow. Perfect balance.
