Lucy and Max are probably level 5-10 at the beginning. They both have been trained but not very skilled or knowledgeable about the outside world. The Ghoul is definitely max level though surviving in the wasteland for over 200 years and able to take out three Brotherhood of Steel knights in T-60 power armor.
Griffon is a ghoul resident of the Underworld operating as a conman in the Museum of History. He scams people with a product called Aqua Pura. His scheme is purchasing Aqua Pura and selling it to non-ghoul people who don’t get it from the brotherhood already and then fills the empty bottles with irradiated water then resells them to the residents of the underworld telling them it’s helping with their radiation poisoning and reversing the “ghoul condition”. Which it’s not, plus he gets the residents to believe his scam by wearing a wig he found because ghouls barely have hair after becoming ghoulish.
This is one of the reasons Ghost in the Shell is my favorite movie. It’s not just a cool cyberpunk movie with great action, artwork, voice acting, and music. It also asked very deep questions that no one really has an answer to.

Main reason I got one years ago. The console is worth it just for those two games. Even if the games are ported to Switch the WiiU versions will probably still be better since having a game pad to access your inventory/map at all times without going into a menu is really nice.
