Those for it have pointed out that there are four to five million fake inspection stickers out there and that effectively dilutes the whole program. Also there's only 12 or 13 states that still do it anyway.
Personally I'm all for getting rid of inspections and emissions testing. I do see tho how it could make the roads more dangerous cause every rusted out hunk of junk with no brakes or titles is gonna be driving around now

At fuel pump plug test positive side to ground. Should have 12v when relay is activated. Negative side to chassis on ohm setting should have almost 0 ohms or pretty close to it. If you do not have 0 ohms or so, the ground wire for the pump should be connected behind the interior panel that covers the taillights.....I think. It's been a while. Do that test and let us know. If ground is no good I can find the wiring diagrams and ground locations in the morning.
Well it's not an issue with the ground it's an issue with the power. I have 12v out at the relay but only seeing 6.5v at the fuel pump plug with the ground to the chassis.
So you have a bad wire. Probably had a hole in it and now it's rotting from inside out. Harness runs under sill panel, over rear wheel well, along rear panel. Might be able to see it easily or just run a new wire. Either way your pulling some interior pieces. Remember, always check power to the chassis. Never rely on the ground in the plug. Easy way to narrow it down 50/50
