Sometimes they have access to resources but they don't know or don't want to. I've seen so many people wallow in self pity even with people actively helping them.
One annoying thing that was never fixed since adventure mode's creation: if NPC tells you "City X is in Z, there's a tavern Y in there", you can never ask anyone about tavern Y, character just doesn't get the record of anything that is not the primary subject of their talk

Also been having issues of a person telling me "The item was lost in X, the king wants it back to Y" but you can only ask about one of the locations
