Naturally there should be safeguards and experts who would have to verify how serious and thought-out the decision is. If it seems like one made on a whim or if they think the person lacks the maturity (not the age) for such a decision, I would understand if the service is denied. But on principle, I don't see the necessity for pre-requisites, at least for mentally mature people.
It should always be on your terms without any condition. What is the purpose of forcing people to exist when they are not interested? Especially since no one can consent to existence. Why should we deny their agency? So they do it in violent ways instead? I know why the powerful want people to exist but those are philosophical rhetorical questions.
Imo characters can be badass by how "good" they are. See Cairne or Malfurion. Whatever you think of Malf, he has a pretty badass design and being extremely powerful helps. As for Cairne I found him to be one of the coolest most badass characters in WC3 and yet he is not "too pissed to die" or something. He's a good hearted imposing leader.

That's also cool for the people who did not get to experience the expansion when it was relevant content.
