I'm an electrician, and being that this outlet is near a window, I can pretty much guarantee that it was used for a window air conditioner. It is NOT for a dryer or stove. A dryer plugs into a 30 amp/250 volt outlet, and a stove plugs into a 50 amp/250 volt outlet. This is a 20 amp/250 volt outlet.

The larger window air conditioners, typically 18,000 BTU and up take a 240 volt dedicated circuit.
