1. Everybody and everything on the internet gets a number. They have machines that don't allow specific numbers get on the internet. This is also how they can censor the internet.

  2. Your cell phone or computer is communicating with a nearby hub that is then routing your traffic to wherever the server you’re trying to contact is located.

  3. No country or government shuts down the entire Internet, as in the network of interconnected computers and servers worldwide we call the internet.

  4. You can't completely shut down the entire internet but I imagine if you were to restrict it or shut it down for a region you would have to work with ISP and cell networks to either shut down or block connections to certain servers because they are the ones who connect you to them. As long as you have access to the internet you may be able to get around it with a VPN to make it look like you are accessing it from a different region. But don't quote me on this that is just my best guess.
