I spent most of my military career in the signal field working in communications shelters like these. The equipment generates a lot of heat so we had to keep them quite cold inside. Uncomfortably cold.
My title describes this thing broadly, but for some more imagery/context. There was very little, if any writing on it, we saw this on I-64 and then again on 295 in Virginia. It was about the size of a manufactured home, but was not escorted by "oversized load" trucks/cars. I've tried Google, but no luck.
It wouldn't let me comment on your description, but as a tidbit of information, VA does not require escorts for wide loads. Wide loads are not allowed to travel at night.
All comments must be civil and helpful toward finding an answer.
I believe that is modular building, typically installed at tower sites to house equipment. it's called a communication shelter.
Looks like a remote comms equipment shelter, like youd see under a cell tower or radio transmitter site
Portable modular office/dwelling pod with flanges for attaching more Conex boxes, likely some flavor of military...

Thanks, all! We thought it looked like a portable prison and were a little freaked out. The more you know! ❤️
Looks like a UAV ground control station- where military drone pilots control their drones from.

Looks like a portable arms/ammo/explosive magazine
Looks like a modular data center.
TIL a Conex isn't a common thing to be able to spot
