Should have posted with a quarter for size. The package is so small, can't imagine anything fitting there, it's a miniature

Likely the belt clip was the only thing clipped inside the package, the actual measuring tape was (supposed to be) hanging there.

The metal clip on the tape measure goes in the slot on the packaging. Comes right out.

The tape probably has a clip that would go in the hole that’s in the center there. That’s how most tapes are packaged.

Someone went to great lengths to steal that. But desperate times call for desperate measures…

It’s amazon employees not using their head. Tape measure came off in the bin and the person just grabbed the matching SKU and threw it in the pack.
