This is due to what’s known a the Kasiaen Effect. The bubbles create a wake for the bubbles behind it, causing bubbles to spin under the surface of the fluid. When the reach the surface they spin in a pattern direction.

In some ways yes. The reason the Fibonacci spiral appears in nature sometimes has to do with it being an efficient design. This is probably the most efficient way that those bubbles can spread out

Probably not. Looks to me like the bubbles are just alternating. Fluid mechanics studies things like peridocity in turbulent flows, and these spiraling bubbles can be explained by that.
