Frisian and Scots are probably the closest, and Dutch is the closest major language. If you listen to any of them as an English speaker it really does often almost sound like someone with aphasia trying to speak English.
yeah because they have similar grammatical structure. German just has more compound nouns and different grammatical placements but it's easy to learn if you know Dutch or English (well except the grammar, it's kinda hard but you'll get it after you learn it a bit)

Scots is the closes non English language. Frisian is next. You can probably read enough scots to understand parts of it.
