I think the best view of the Buffalo skyline is from Mather Park in Fort Erie. I know you asked for points within downtown, but mentioning for the future/once the border is easier to cross.
I like him outer harbor so u can see the grain silos, done of the liberty building and old court house. It's a different view. Also from along bird Island pier is cool classic buffalo skyline

You can sometimes get a good view from chestnut Ridge County park
I like the view from the 190
End of Bird Island Pier (if it's open) or Fort Erie if you want to avoid a boat.
Underrated is Babcock Street bridge between Clinton and Seneca or Hamburg Street bridge.

Came here to say this. Unfortunately it's a pain to get to with the COVID testing requirements (and might end up being a pretty expensive picture).
