  28. Can you provide any links? As a Russian myself, I'm not aware of any significant dialects in Russian language (among native speakers). There are, indeed, slight variations of how certain sounds are pronounced in different regions, some (very limited) amount of words mostly used in certain regions, but you'll need to concentrate to notice those variations.

At least a couple of those guys were dressed in the same clothes in both the POV video released by ISIS and the video of them being apprehended, with the ISIS video being released after the apprehension video. I'm not saying they could not be random people, but it seems less likely to me now.
