I read all responses and unfortunately live in a country where most makeup products aren't sold ;( BUT I purchased a wet n wild brow pencil in the shade Ash Brown and it's honestly perfect in terms of being a cool toned dark brown. That could be an option since Im assuming you're also having the "darkest brown being too warm" problem :P
What is your skincare routine? If you use primarily water-based skincare products, it will NOT mix well with a silicone-based primer. I use a water-based primer like Elf’s Power Grip since I use the Neutrogena HydroBoost family of skincare products. Silicone-based foundations are ok then.
ahhh i think that might be the problem, most of my skincare is water based. But this only happens with my primer, i used to not use primer and my makeup would go on flawlessly and last all day. guess this is a trial and error thing

it's the Wet N Wild ultimatebrow Microbrow pencil in the shade Ash Brown 648A. It's not exact but damn good for being just $5
