most top tiers have alot of versatility with their attack set. sanji falls in line with that, so hes the typical path in getting there. think about the versatility of big mom powers, or BB, or the admirals, kaido/luffy etc. Garp/Roger/Shanks/ Mihawk types are more outliers as top tiers with no DF. Zoro has their pathway so it wont matter
